Islamabad: The National Database and Registration Authority (NADRA) has implemented major amendments to the National Identity Card (NIC) Rules, 2002, in an effort to modernize the system.

The changes are designed to enhance security of the NIC system, curb fraudulent practices, and ensure greater transparency and efficiency in identity management across the country.
The NIC Rules were originally formulated in 2002, following the establishment of NADRA in 2000. NADRA prepared a comprehensive draft to align the rules with contemporary requirements.
National Database and Registration Authority (NADRA) has introduced significant amendments to the NIC Rules, 2002. The changes aim to enhance security, curb fraudulent practices, and ensure greater transparency and efficiency in identity management.
Key Changes:
- Birth Registration Mandatory: Parents must now register their child’s birth with the union council before obtaining the Child Registration Certificate (CRC/Form B).
- Biometric Data for Kids: Children aged 3-10 will require a photograph and iris scan (if available), while those aged 10-18 will need to provide fingerprints, photographs, and iris scans.
- Family Registration Certificate (FRC) Gets Legal Status: FRC will now be issued based on NADRA’s records, and citizens must submit an undertaking confirming the accuracy of the information provided.
What’s New for Families?
- Three Family Types: NADRA has defined three family types: Alpha (by birth), Beta (by marriage), and Gamma (by adoption).
- Register Unlisted Family Members: Individuals must register any family members not listed in their FRC.
- Easy Corrections: Citizens can make corrections through the mobile app or NADRA offices.
Empowering Women:
- Choice for Married Women: Married women can now choose to display their father’s name or husband’s name on their NIC, according to their preference.
Streamlining Verification Processes:
- Verification Boards: NADRA has introduced verification boards at district, regional, and headquarters levels to resolve cases within 30 days.
- Certificates: The same procedures will now apply to certificates (FRC, CRC).
Upgraded Teslin Cards:
- Enhanced Security Features: Teslin cards will now feature bilingual information, QR codes, and Smart Card security elements.
- Affordable and Accessible: The improved Teslin cards will continue to be issued quickly and at lower costs.
Voluntary Correction Facility:
- Correct Your Records: Individuals with incorrect identity records can proactively inform NADRA for legal protection and correction.
These amendments mark a significant step towards modernizing Pakistan’s identity management system. With enhanced security features, streamlined processes, and greater transparency, NADRA is working to ensure a more efficient and secure identity verification process for all citizens.
